Will the Marshall Islands be the Next Chinese Outpost?

It's December 7, and for many of the old silverbacks who haunt this blog, it brings to mind the dastardly and unprovoked attack at Pearl Harbor, Hawaii in 1941. Never forget. Never EVER. So, I asked myself as I sit a couple of miles from Pearl Harbor this week, what I could blog about that would be significant for this day, near this hallowed ground?

On December 7, we were not prepared as the Empire of Japan annexed everything in its path and folded it into the Greater Asia Co-Prosperity Sphere. Does that sound somehow familiar in 2018? Maybe it should. Consider this dear readers, as my cautionary note.

It's no secret that China wants to make the entire Pacific Ocean part of the Middle Kingdom. The Marshall Islands would seem to a focus of ambitious efforts.

A little background: The US government formed the Congress of Micronesia in 1965, a plan for increased self-governance of Pacific islands. The Trust Territory of the Pacific Islands in 1979 provided independence to the Marshall Islands.

More on current background here, at Asia Times. The article may not be up for long so I'll excerpt it, below.
Marshall Islands President Hilda Heine has accused “Chinese interests” of trying to force her from office after her administration refused to back plans to establish an investment haven in the central Pacific country
...Eight senators behind the no-confidence vote cited the planned introduction of a state-backed cryptocurrency, known as the “sovereign”, that they said risked harming the country’s image and making the nation a potential hub for money laundering and terrorist financing.
The International Monetary Fund has said the cryptocurrency’s introduction puts the country in “uncharted waters” and raises the risk of losing its correspondent banking relationship with the US dollar.
The currency will now be introduced, but Heine said it wasn’t the main issue. “Really the vote of no-confidence is about the so-called Rongelap Atoll Special Administrative Region, or RASA scheme, which is an effort by certain foreign interests to take control of one of our atolls and turn it into a country within our own country,” she told Radio New Zealand.
Ceng Xian Xi (also known as "Steve"), CEO of The Buffalo Group, which operates out of Thailand as a cat's paw for the Chinese central government is said to be behind much of the effort. He, and his employee, Marcus Maher, an Australian are alleged by some of their former associates to be key in this effort to turn former US Territory into a Chinese satrap.  Ceng Xian Xi (Steve) holds both Chinese and US Citizenship.
Again citing the Asia Times article: Located southwest of Hawaii, home to key US military installations, the country’s 1,200 islands are also close to key central Pacific shipping routes.
Chinese military analysts have said that China wants a base in the area. Australian media reported in April that China and Vanuatu had engaged in preliminary discussions about China building a permanent military base on the South Pacific island nation.
China has defended its push into the Pacific, which it says is driven by “friendship and cooperation” with the island nations. “No country should try to obstruct the friendship and cooperation… China has no intention to touch the cheese of any country, instead China is committed to make the pie of cooperation larger,” said Chinese Vice Minister of Foreign Affairs Zheng Zeguang, according to news reports.
About six months ago, Marcus Maher, acting on behalf of Ceng Xian Xi, approached my company to ask for assistance in furthering their scheme and advancing the Chinese effort. We declined. There was information in the press that concerned us. You can read more about the politics that HERE at China Daily. We conduct serious due diligence before taking on a client/customer and disturbing information about kidnapping Chinese citizens in Thailand, for ransom was made by at least one former employee of The Buffalo Group. It became readily apparent to me that Chinese efforts politically subvert the Marshall Islands so that the nation would "embrace China" were underway.
There is huge (nearly unlimited) funding behind the effort, some of it put up by Bai Shi Yuan, said to be one of the wealthiest men in China. An ambitious and expansionist China certainly would offer additional patronage and nearly unlimited funding to gain control of the Marshall Islands, and a center piece in the Central Pacific.
If they are not stopped, China will eventually pay enough money to overwhelm the island nation and will take control of it "by peaceful means". Military (friendship) bases will be established to "protect the Marshall Islands". It's the Chinese vision. It's why China is expanding its navy. It's imperialism on a grand scale. It's an extension of their Belt Road Initiative.

I've discussed this with friends at the US State Department, but they have much bigger fish to fry, and there's a trade deal to be concluded.

Submitted for your consideration on December 7.

  1. Not at all surprised. They've already claimed the South China and East China Seas so why not the entire west Pacific. This bears watching.

    1. The scheme is layered. They are setting up a financial haven not so much to launder money as to induce Chinese people who are desperate to get their money out of China to park it there. I think that the CHICOMs what to know who in China wants to get their money out (just getting your money out of China is a violation of Chinese law). At the same time I think that they want to build a base network in the same way that they've done in the South China Sea. Its more of the same pattern in that way, but it requires political subversion at the same time as they're throwing 'friendship money' around.

  2. Very interesting. Pundits have been calling this the Chinese century since the 1990s and the party leaders apparently love the idea that they become the rightful world leader.

The Marshall Islands cover a huge amount of the Pacific. They also happen to include Kwajalein atoll and a pretty significant US presence there. I wonder if that test facility plays a role in this?

    1. I haven't heard anything about the test facility as being key.

Larry, I’m very intrigued in “your company” Particularly since you wrote it in red because that hints at danger and red clown nosery! Maybe I’d be a good fit? You’ve seen my CV and you know it makes sense. 🤡

    1. You also have Kevin, and the United States need a secret weapon like that more than the British do.

    2. They do! Happy to assist my allies. The enemy would never expect to see a Kevzilla leaping out of a tartan trolley.

    3. Precisely. They thought all of the dinosaurs were dead...wrong. There is Kevin.

    2. It's still a biddy buggy... but you can put wicked things in it all the same.

Moving on Jules, the Flat Earth Society is a force for enlightenment 'around the globe', debunking the existence of a Moon landing, satellites, cell phones, etc. If somebody is a flat Earther, taking their advice on stock purchases, political choices and love is considered by others of their ilk to be wise. In the US, they're all adherents of the Democrat/Donkey Political movement. Some rise to Congressional seats.

    4. You need to embrace the arrival of every criminal, every insane terrorist, every disaffected misogamist, from the Middle East on your own hallowed shores. Then to feed, house and support them and their posterity for all time. To do otherwise would be Islamophbic. And you wouldn't want to be viewed in that way, would you?

  5. The Chinese intend to take over and claim the entire Western Pacific. Eventually they will be pushing the US to leave Guam etc. It's becoming quite clear that sooner or later the US and China will come to blows of some sort. The sooner it happens the better for us as every year we wait brings China close to military parity. They have zero intentions of honoring any agreements except as needed to buy time till they can then ignore said agreements. They have a long-term plan...the US does NOT. The US is lucky to think ten years ahead....the Chinese think in decades. They believe the collapse of the US is inevitable and imminent. And there is probably plenty of evidence supporting that belief.

    1. The Chinese have a clandestine action underway to undermine the US in Guam. The FBI has been impotent in dealing with it.

One bets similar words were uttered in the 1930's. Call me cynical but has the State Department ever got anything right?

    1. I met a traveller from an antique land,
Who said—“Two vast and trunkless legs of stone
Stand in the desert. . . . Near them, on the sand,
Half sunk a shattered visage lies, whose frown,
And wrinkled lip, and sneer of cold command,
Tell that its sculptor well those passions read
Which yet survive, stamped on these lifeless things,
      The hand that mocked them, and the heart that fed;
And on the pedestal, these words appear:
      My name is Ozymandias, King of Kings;
Look on my Works, ye Mighty, and despair!
Nothing beside remains. Round the decay
Of that colossal Wreck, boundless and bare
The lone and level sands stretch far away.”

Most civilizations do not learn from history. And the new and popular Common Core curriculum does not require that it be taught. Sic transit gloria mundi.

  8. Jumping Jehosepats! So much infrastructure still remains from the Island Hopping campaign. Not to mention Kwajalein and the Reagan Test Range.

I guess the new 21st century saying is "Beware of ChiComs bearing currency."

We need to be building up our presence in the Marshalls, not letting the ChiComs take them over.

    Dammit.
